Today, Congresswoman Elaine Luria announced the President signed the Impact Aid Coronavirus Relief Act (H.R. 8472) into law. This new law will eliminate barriers that could prevent school districts in communities with military bases, including Hampton Roads, from receiving appropriate Impact Aid funding during the COVID-19 pandemic. As a 20-year Navy veteran and a mother, I understand how important Impact Aid is to give servicemembers' children the public education they deserve, said Congresswoman Luria. The Impact Aid Coronavirus Relief Act provided commonsense solutions to prevent school districts that depend on Impact Aid from experiencing a drop in funding due to the difficulty in receiving a headcount during the pandemic. I am pleased the President signed this bipartisan bill into law, which will protect these school districts during these unprecedented times. The Department of Defense's Impact Aid for Military Connected School Districts Program compensates school districts that collect less in local property taxes due to high proportions of their student bodies living on military bases and students whose parents are employed by the military. During the COVID-19 pandemic, many school districts could lose funding because of the complexity of receiving an accurate student headcount. The Impact Aid Coronavirus Relief Act will remedy this problem by allowing school districts to use their headcount from the 2020-2021 school year for their 2021-2022 Impact Aid application. This simple solution ensures that an undercount of students will not cause school districts to see a decrease in Impact Aid. Last September, Congresswoman Elaine Luria cosponsored the original House version of the Impact Aid Coronavirus Relief Act (H.R. 8075). After receiving technical updates, the bill was reintroduced as H.R. 8472, which passed the House and Senate and recently became law. Throughout her time in office, Congresswoman Elaine Luria has consistently advocated for more Impact Aid funding. In the National Defense Authorization Act's final conference report, she successfully advocated for the inclusion of $10 million in Impact Aid funds for children with severe disabilities. Last year, Congresswoman Luria played a significant role in securing $70 million for Impact Aid in an appropriations package.
