This bipartisan, bicameral deal providesfunding for: Supporting militaryservicemembers, families, and communities: A 3% pay raise for our troops; $23.3 billion to procure 10 Navy shipsincludingtwo DDG-51 guided missile destroyers,two Virginia-class submarines, twoColumbia-class submarines, and one frigate; $60 millionfor the Defense Community Infrastructure Program to support projects supporting military bases; $70 millionfor Impact Aid to assist school districts with high concentrations of families living in military housing, including $20 million for children with special needs; $1.3billionfor Family Housing, including$60million to address issues such as mold, vermin, and lead in military family housing; $90 billion for VA Medical Care; $2.6 billion tocontinuethe implementation of the VA electronichealthrecord to mirrortheDoDrecords program $3.18 billion for disability claims processing backlog $316 million for Veterans' Employment and Training Service (VETS) to include $31 million for TAP $1.205 billionfor the Hazardous Substance Superfund, which supports cleaning contamination at Langley Air Force Base, Fort Eustis, and other sites in Coastal Virginia; $30millionforHUD-Veterans Affairs Supportive Housing (VASH)to combat homelessness among veterans; Protecting our environment and improving coastal resiliency: $87.5 millionfor the EPA's Chesapeake Bay Program to support conservation projects in Coastal Virginia and other states within the Chesapeake Bay's watershed; $31.8 millionfor National Estuary Program, which restores estuaries of national significance; $23.27 billionfortheNational Aeronautics and Space Administrationto support NASA Langleyand NASA Wallops-led missions; $182millionforNOAA Climate Researchto help us prepare for and address environmental hazards; $3.12billion for the National Park Service to preserve public lands, such as Fort Monroe and Yorktown Battlefield. Bolstering COVID-19public healthinitiatives: $73 billion for the Department of Health and Human Services to support research, development,procurement, and distribution of vaccines and therapeutics; diagnostic testing and contact tracing; mental health and substance abuse prevention and treatment services; child care support; and other activities related to coronavirus; $55 million for the Food and Drug Administration tofacilitate the development of medical countermeasures, devices, therapies, and vaccines to combat the coronavirus. Stimulatingour local economy: $1.68billion for the Harbor Maintenance Trust Fund, which is particularly important for the Port of Virginia. The appropriations packageincludes specific language regardingpost-Panamax vessels, a benefit tothe Port of Virginia's terminal, whichis equipped with a fleet of 12 super post-Panamax cranes capable of handling the largest container vessels.A recent study found that397,000jobsnearly 10% of Virginia's workforcehave ties to the Port of Virginia; $3.85 billionin U.S. Army Corps of Engineers Operation and Maintenance Funding for Norfolk Harbor; $346million for the Economic Development Administration, which provides grants and assistance to communities to create and keep jobs; $778.9 million for the Small Business Administration, including $142.9 million in disaster cap adjustment funds for SBA disaster loans; Expanding educational and workforce development opportunities: $16.5 billion forEducation for the Disadvantaged Grants to Local Educational Agencies; $185 million for apprenticeship programs; $45 million for community college grants; $67 million for the Education Innovation and Research program that includes grants opportunities for STEMto include computer science; $144 millionfortheHistoric PreservationFund, which providesgrantsfor Historically Black Colleges and Universities, including Hampton University and Norfolk State University; $1.3 billionfor career and technical education initiatives; $250 millionfor the Head Start program, which provides a comprehensive childhood education; Investing in economic development: $730 millionfor rural broadband investmentand expansion; $3.9 billion for rural developmentto improverural water and wastewaterinfrastructure; $3.5 billionfor Community Development Block Grants, which support low-and moderate-income families with economic opportunities, such as employment and affordable housing.
