Maloney (D-NY) released the following statement ahead of voting for the bipartisan, bicameral coronavirus relief and omnibus agreement package. I applaud my colleagues who worked on this agreement to ensure much needed relief for the American people during this unprecedented health and economic crisis. Our first goal must be to protect the health of our citizens, and this bill does that by comprehensively tackling the coronavirus. The bill prioritizes Americans' health by providing billions of dollars to accelerate the free and equitable distribution of vaccines, tax credits for paid sick leave, and $4 billion for GAVI, the international vaccine alliance, because we cannot ensure that Americans are safe from COVID-19 until the whole world is, too. I'm very pleased that the bill provides much-needed support for small businesses by adding another $284 billion to the Paycheck Protection Program (PPP). Importantly, businesses that have already taken a PPP loan will be able to take a second forgivable loan, so that they can keep their businesses open and their employees on the payroll, even if they have to remain shut down until the vaccine is widely distributed and the economy bounces back. The agreement also sets aside funding specifically for very small businesses through community-based lenders, ensuring that low-income and underserved communities are not left behind. The bill will also provide workers who have already lost their jobs with an additional $300 per week in unemployment insurance, along with an extension of the critically important Pandemic Unemployment Assistance program for gig workers and the self-employed. Especially important for our city is $25 billion for rental assistance, the extension of the eviction moratorium, and enhancements to the low-income housing tax credit. In addition, the bill sets aside $15 billion in grants for the live venues and cultural institutions that are so central to life in New York City, and which have been struggling since the start of the pandemic. Also included is $4 billion for the MTA, which meets the MTA's immediate funding needs while we continue to work for the full$12 billion in federal assistance it will need over the next two years. Democrats were also able to secure $13 billion in increased SNAP and child nutrition benefits, much needed funding to help schools repair and replace HVAC systems to mitigate the spread of the virus so that we can safely reopen classrooms, and $10 billion for childcare assistance for parents heading back to work. Not to be overlooked is the inclusion of a bipartisan, bicameral agreement to end surprise billing a practice that has bankrupted too many families. Importantly, Democrats were able to remove several dangerous Republican proposals including one that would have unjustly put workers at risk by taking away their legal recourse and another provision limiting the authority of the Federal Reserve's ability to stabilize the economy and save jobs. I am thankful that with this agreement, we will avoid another government shutdown, but disappointed that Republicans still refuse to provide the necessary funding for our frontline heroes through funding for state and local governments and to meet the needs of the American people through stimulus payments $600 is simply not enough to weather the economic crisis caused by COVID-19. Even with the emergency relief provided in this bill being the second highest in history (behind the CARES Act), this is still just a step in the right direction a down payment of what we will deliver for the people under a Biden-Harris Administration.
