Rose, an originalco-sponsor of the bipartisanRestoring Tax Fairness for States and Localities Act of 2019, has previouslycalled on Congressto provide much-needed relief. The fact that Republicans passed tax cuts for drug companies and billionaires on the backs of cops, firefighters, teachers, nurses and homeowners across Staten Island and South Brooklyn is a disgrace,Rose said.Today, we are one step closer to putting government back on the side of working Americans by restoring the SALT Deduction. We pay enough in property taxes and it's time for the federal government to have our back. The key provisions of theRestoring Tax Fairness for States and Localities Act of 2019: Elimination of the SALT Deduction Cap's Marriage Penalty in 2019:The GOP Tax Scam limits all households to $10,000 in state and local tax deductions, whether the household is composed of a single individual or two married taxpayers filing jointly. The bill would eliminate the marriage penalty in 2019, allowing married couples filing jointly to deduct $20,000 and married couples filing separately to each claim $10,000. Elimination of the $10,000 Cap on SALT Deduction Entirely for 2020 and 2021:The bill eliminates the GOP $10,000 cap on the SALT deduction for the years 2020 and 2021. Offsets the Bill's Cost by Restoring the Top Rate to Pre-2018 Level:The bill is responsibly offset by restoring the top individual income tax rate from the current 37 percent to the pre-GOP Tax Scam level of 39.6 percent, while also restoring the top income bracket to the pre-GOP Tax Scam levels. For both single individuals and those married filing jointly, the top rate begins at taxable income levels in excess of $400,000. Enhancing Deductions for Teachers and Creating A New Deduction for First Responders:The bill doubles the deduction for educators' out-of-pocket classroom expenses from $250 to $500. Three and a half million teachers took up the educator expense deduction in 2017.The bill also creates a $500 above-the-line deduction for unreimbursed expenses of professional first responders related to the cost of uniforms or tuition and fees related to training. This has the effect of partially undoing the damage done in the GOP Tax Scam by the Scam's elimination of miscellaneous itemized deductions which had the effect of denying employees a deduction for their unreimbursed business expenses.Both of these deductions will be above the line, permanent, and indexed to inflation. At a House Committee on Ways and Meanshearing earlier this year, Rose blasted the partisan tax bill passed in late 2017 which capped SALT deductions that homeowners rely on, particularly in states like New York, and called for fixes to provide much-needed relief. This was a political hit job passed a year ago or so, by a party that wanted tounder a thin guiseaid and abet their donors and corporate benefactors on the backs of people that they didn't care about,said Rose in histestimonyearlier this year.We're talking about cops, firemen, teachers, nurses, first responderspeople that do everything right. They follow the rules, they keep their head down, they work hard, they serve us, and they keep us safe. We thank them, but then we hit them with something like this.
