McAdams, the Blue Dog Coalition co-chair of the Task Force on Fiscal Responsibility and Government Reform, joined with 10 freshman lawmakers on the letter. McAdams said PAYGO requires that any legislation that may increase the federal deficit be offset by spending cuts or revenue increases. The group of lawmakers asked Committee Chairs to work with them to ensure each committee's legislation is funded with responsible pay-fors that are considered early in the law-making process. The also asked that the legislation not advance out of committee until the Congressional Budget Office (CBO) has had time to properly review and put forth a cost estimate. Just as Utah families and small businesses do, Congress must identify how it will pay for new spending. PAYGO rules helped instill the discipline that actually produced balanced budgets back in the 1990s. It's a proven way to hold the line and not increase the deficit, said McAdams. McAdams said that with $1 trillion annual deficits projected for the next several years, PAYGO is a vital tool for lawmakers seeking to stem the flow of red ink.
