McAdams said the four-bill minibus spending measure (H.R. 2740) would increase funding for nearly all covered programs compared with last year's fiscal spending levels. The administration has threatened to veto the bill. This vote shouldn't be a surprise to anyone. I laid out what would be required for me to vote for a government spending bill and this doesn't tackle the revenue or spending side, said McAdams. McAdams said he promised to only vote for responsible spending. He voted against the spending bill that increases the deficit even more than last year's and does almost nothing to fix the nation's long- term fiscal picture. McAdams said a fifth bill Legislative Branch appropriationswas removed from the minibus, after he and other Members of Congress spoke out against automatic pay raises. The increase for lawmakers happens unless Congress approves language to stop it and such language was not included in the bill. The modified package covers nearly three-quarters of fiscal year 2020 spending. McAdams said the nonpartisan Congressional Budget Office reports that the legislation's proposed $984.7 billion in spending is $31.5 billion above the fiscal year 2019 enacted level. Without doing the responsible work of preparing a budget and agreeing on spending priorities, we're simply throwing money into programs and policies without bipartisan consensus on the financial direction our country will take next year.
