Residents of the Carriage House Apartments have reported various issues with the property, including infestations, poor sanitary conditions, and inoperable elevators. The Petersburg Fire Marshal recently cited multiple violations like plumbing and mechanical issues. “Local reports and resident complaints underscore several persistent problems, including poor maintenance, security lapses, and health hazards within the apartment complex,” wrote Congresswoman McClellan. “These issues have not only affected the quality of life for residents but raised questions about the management company’s ability to provide a safe and secure living environment.” McClellan urged HUD to continue working with Envolve Communities, the management company of Carriage House Apartments, given the agency is under a Housing Assistance Payment contract with them. Specifically, McClellan urged HUD to ensure the following: Health and Safety Inspections: Conduct thorough inspections of the property to identify and address any health and safety hazards. This includes ensuring that all necessary repairs and maintenance work are completed promptly. Enhanced Security Measures: Implement enhanced security measures to protect residents from any potential threats and to provide a secure living environment. Compliance with Housing Standards: Ensure that the management company adheres to all federal housing standards and regulations, particularly those designed to protect seniors.
