This landmark legislation increases funding for medical research, modernizes new treatments for rare diseases, reforms mental health programs, and provides new funding to fight opioid abuse. Investing in research will allow America to advance new technologies and remain the world leader in medical innovation and scientific discoveries. It will encourage a new approach to treatments and cures to devastating diseases like cancer and Alzheimer's. It also offers a real plan to strengthen collaboration in our fight against drugs, said McKinley. This legislation is fully paid for and will not increase the national debt. It is a true bipartisan success and it will ultimately save lives. Because of Chairman Upton's steadfast leadership, it has remained one of our top priorities in the House, and I'm looking forward to seeing it signed into law, McKinley said. Background The 21st Century Cures Act passed the House with overwhelming bipartisan support, 344-77 in July 2015. Congressman McKinley co-sponsored the bill and spoke on the House floor in support of its passage. Last week, House and Senate leaders reached a deal that would include new funding for medical research, update mental health programs, and new funding to combat opioid abuse. The 21st Century Cures agreement will: Provide $4.8 billion to National Institutes of Health, including: $1.4 billion for a Precision Medicine Initiative to drive research into the genetic, lifestyle, and environmental variations of disease; $1.8 billion for Vice President Biden's "Cancer Moonshot to speed research; and $1.6 billion for the BRAIN initiative to improve our understanding of diseases like Alzheimer's and speed diagnosis and treatment. Help bring drugs and devices to market more quickly and at less cost by making needed reforms to the Food and Drug Administration (FDA), including: expedited review for breakthrough devices, increased patient involvement in the drug approval process, a streamlined review process for combination products that are both a drug and device, and freedom from red tape for software like fitbit or calorie counting apps. Provide $500 million to the Food and Drug Administration (FDA). Provide $1 billion in grants to states to address the opioid crisis.
