David B. McKinley, P.E. (R-W.Va.) introduced bipartisan legislation in response to the U.S. Treasury Department's new guidelines aimed at ending public financing of overseas coal-fired power plants. This pick-and-choose policy will deprive billions of people access to affordable electricity, added McKinley. The U.S. should not be denying this option to developing countries by ruling out coal. The bill will prohibit the Obama Administration's guidelines from being used as policy of multilateral development banks to influence the financing of coal-fired power plants in developing countries. Coal is the most economical way to produce electricity, but the Obama Administration is now taking steps to take that possibility away from developing countries around the world, said McKinley. With nearly 20 percent of the world's population living with no access to electricity and billions more with inadequate access, this policy will limit the ability of billions of people in developing countries to emerge from poverty. Instead of limiting energy choices and dictating to poor countries based on an anti-coal ideology, this Administration should be helping these countries emerge from poverty by promoting the use of clean coal technology, added McKinley. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
