And so it is, only a few weeks after the devastating terror attacks in Paris, the City of Lights convened world leaders to meet about one of the worlds most intractable problems, Climate Change. At the same time, my colleagues and I here in Washington voted on a salient piece of environmental legislation that has important national security, and economic implications for El Paso and the nation. I voted against the North American Energy Security and Infrastructure Act of 2015 (H.R. 8). because it is a flawed bill that will make Climate Change worse, rather than help shape a clean energy future. This bill: - Undermines existing environmental laws that protect the public, the environment and promote energy efficiency; - Gives subsidies to the coal industry, rather than clean energy alternatives like wind and solar, (two areas where El Paso can be a lead nationally); - Imposes an arbitrary and risky timeline of 90 days for gas pipeline permits, regardless of how complex the application or proposed project; - Eliminates Congressional Review of siting pipelines in National Parks; - Repeals energy efficiency performance standards in federal buildings; and - Creates a net increase in consumption and greenhouse gas emissions. We need to make smart investments in clean energy and efficiency that will improve our environment, our economy, and national security. This bill fails to on a critical issue for our country and planet. This bill passed the House, and the President has indicated he would veto the bill. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
