Messer spoke on the House floor in favor of the Concealed Carry Reciprocity Act before it passed the House of Representatives. “The right to keep and bear arms is a fundamental freedom guaranteed by our Constitution.” Messer said. “Hoosiers get it: law-abiding gun owners have a right to defend themselves and that right should not end at the state line.” Under the Concealed Carry Reciprocity Act, if a law-abiding person has a concealed carry permit in one state, they may carry their gun in any other state that allows their own residents to do so.
