Dan Newhouse (WA-04) released the following statement upon House passage of H.J. Res. 72 to end the emergency declaration and tariffs on Canada from Executive Order 14193. The resolution passed the House with a bipartisan vote of 219-211. "Over the last few years, I have been a staunch advocate in the fight to end the fentanyl crisis. The reality is the overwhelming majority of illicit drugs have come through the Southern Border, which thanks to the Trump Administration, is effectively closed. Washington State’s economy is heavily intertwined with that of our neighbors to the North. Canada is our state’s second largest export market with billions of dollars in Washington commodities being sold there every year. Our agricultural producers’ input and equipment prices have continued to climb, and Canada’s reciprocal tariffs and actions have harmed our state’s beer, wine, and spirits industry. Equally important is the fact that Congress should not tie its own hands on our Constitutional authority to levy tariffs. While I understand the President’s approach to utilize tariffs as leverage to secure more trade deals, the fact of the matter remains the tariffs on Canada have harmed Washingtonians. Congress must play a strong role in the upcoming USMCA review to strengthening the trade deal to the benefits of American farmers, businesses, and consumers." President Trump signed Executive Order 14193 on February 1, 2025, declaring an emergency over the flow of fentanyl through the Northern Border. Concurrently, the President placed ad valorem tariffs on Canadian products, alleging the country had not adequately contributed to Northern Border security.
