After President Trump callously canceled the pay raise scheduled for the nation's two million federal workers, I sought allies and found them, including some Republicans, Norton said. As a result, Congress is exercising its power of the purse to authorize a small pay increase for our much-deprived civil servants. This pay increase is so small that its chief benefit is recognition, not remuneration.
