Cummings Lower Drug Costs Now Act. O'Halleran's amendment improves access to quality rural health care by establishing grant programs that increase funding and opportunities for doctors to study and work in rural and medically underserved areas. Studies have shown that doctors are more likely to stay and practice in areas where they study. My amendment increases opportunities for medical students to participate in residency programs in rural areas, said O'Halleran. Congress must act to ensure we have more doctors practicing in rural America and rural Arizona as we approach a projected physician shortage. While we fight to ensure that all Americans are able to access their medications, we must also ensure that they have access to health care providers. That is why I am pleased that my amendment will be included in this important legislation that lowers drug prices and improves the cost of health care for so many American families. O'Halleran's legislation would establish a grant program within the Department of Health and Human Services for hospitals in rural and medically underserved areas to establish a Graduate Medical Education (GME) program or affiliate with a hospital to host residents. Awarded grants would go toward start-up costs, including infrastructure, supplies, and necessary equipment. The amendment also requires the U.S. Government Accountability Office to issue a progress report after ten years, including an analysis on whether residents stayed in rural communities after they completed their training. O'Halleran's amendment was cosponsored by Reps. Axne, Blunt Rochester, Brindisi, Bustos, Correa, Costa, Cuellar, Cunningham, Davids, Finkenauer, Horn, Kuster, Lee, Loebsack, Peterson, Schrader, Spanberger, Torres Small, and Van Drew.
