Omar Submits 9 Amendments to the National Defense Authorization Act (NDAA) 2026-06-30 2026 2026-06 Democrat House MN Ilhan Omar O000173 omar.house.gov omar https://omar.house.gov/media/press-releases scraper WASHINGTON–Rep. Ilhan Omar (D-MN) introduced nine amendments to the National Defense Authorization Act (NDAA). The amendments aim to center human rights in the military and foreign policy; strengthen congressional oversight over the DoD’s use of artificial intelligence; support Sudanese civil society; and hold governments engaged in transnational repression accountable. The amendments introduced by Rep. Omar include: Omar #1151 – Bans arms sales to any country engaged in transnational repression against U.S. citizens. Omar #1152 – Repeals the Alien Enemies Act. Omar # 1155 – Requires a report on the United Arab Emirates' activities in Africa, including an assessment of whether U.S.-origin technology is being used to commit gross violations of human rights. Omar #1177 – Repeals the War Reserve Stockpile Authority for Israel. Omar #1273 – Expresses the sense of Congress that designation of a foreign terrorist organization does not constitute an authorization for the use of military force. Omar #1276 – Requires a strategy for providing direct support to Sudanese civil society, including the Emergency Response Rooms. Omar # 1302 – Clarifies that the Department of Defense's policy requiring human oversight of AI-enabled weapons applies to determining, tracking, engaging, and targeting decisions. Omar #1303 – Requires Department of Defense reporting on autonomous weapons systems to assess how the Department ensures meaningful human command over those systems. The full text of the amendments is available here. The amendments Representative Omar cosponsored can be found below. Pocan #673 – Reduces the total amount authorized by the FY27 NDAA by $150 billion. Prohibits reductions to accounts funding military personnel, the defense health program, and civilian pay and benefits. 1 2026-07-01T06:34:07Z 2026-07-01T06:35:35Z
