When you look at recent attempts to exempt Congress from ObamaCare, it is obvious that much has changed. The plan I'm proposing today is a responsible measure that would ensure lawmakers' time is limited so that they are forced once again to return home to live by the laws they create. Palazzo's plan would amend the U.S. Constitution to limit members of the U.S. House of Representatives to six terms and members of the U.S. Senate to two terms.
