Congressman Gary Palmer (AL-06) introduced the bill on May 5, 2019, and it passed the House by voice vote on October 28, 2019. The bill requires the General Services Administration (GSA) to make publicly available information about federal construction, renovation, and leasing projects. Palmer developed the idea from a Government Accountability Office report which highlights the fact that some federal projects cost 15 to 20% more than private sector project. Opening these projects to Congressional and public scrutiny will hopefully encourage GSA to reduce costs and be more accountable in spending. Following the Senate's passage of H.R. 2502, Congressman Palmer released the following statement: "I am pleased that the Senate passed my straightforward bill to strengthen transparency and accountability in federal projects," Palmer said. "Ensuring that this information is available on GSA's website will increase its visibility and ensure that it is available to the public and to federal agencies that want to track proposed projects, their costs, and approval timelines.
