Perlmutter Statement on Civilian Board of Contract Appeals Ruling on VA Hospital f t # e Washington, DC, December 9, 2014 U.S. Representative Ed Perlmutter (CO-07) issued the following statement on the ruling against the Department of Veterans Affairs regarding construction of the VA hospital in Aurora: There has been a serious dispute between the VA and the prime contractor for too long. The original design called for a $1 billion state-of-the-art medical center but the contract was for $600 million, and the project was never redesigned to fit the budget. The Civilian Board of Contract Appeals has ruled that the VA is in the wrong. Now it is time for the VA and Kiewit/Turner to come to the negotiating table to work out this dispute so veterans will have the state-of-the-art facility they have long deserved.
