Southerland had previously described catch shares as a "tactic determined to destroy American freedom" and described the debate as "nothing less than a battle to prevent freedom in our oceans. " Pingree took to the floor to defend the catch shares system, which is currently used to manage groundfish Maine. The amendment was later defeated by a vote of 185-223. "If we remove catch shares as even a management option, we would only be hindering fisheries management efforts around our nation, stifling creativity and innovation within the fishing industry and preventing fishermen from working in an industry that is safer and more profitable. Catch shares work I have seen the benefits first hand in Maine. I don't think we should be denying fishing communities the chance to improve their industry by removing a management option," Pingree said. In her remarks, Pingree talked about the long history of the fishing industry in Maine and how the catch shares system is being used successfully to manage the resource in her state.
