It should not have come to this for oversevenmonths, Senate Majority Leader McConnellhasneedlessly blocked progress onemergency reliefeven asDemocrats putforwardseveralserious proposals toassistthe American people during thispandemic. Despite mystrong preferencefor a more robust package,I will vote for this agreement becausethe needs aresimplytoo urgent and too immenseto do nothingorto wait any longer. The COVID-19 relief package does provide someassistancethroughdirect stimuluschecks,expandedshort-termunemployment benefits,aidfor small businesses,rental assistance,and support for vaccine distribution. But let me be clear:we are many months from returning to normal' andthis legislationdoes not go far enough to helpworking families,strugglingsmall businesses, or our frontline workers. Italsoprovides nodirectfinancial support for state and local governments,reduces thelength and amount of unemployment benefitscompared tothe CARES Act,andshortchangesother critical prioritiessuch asnutrition and rental assistance.Rather thanrisingtothe occasion, Republicans chose an arbitrary number and insisted on working backwardsto please hardliners in theircaucus whosupported a massive tax cutfor thewealthyjust three years ago,but now refuse to passthebroad relief thatour nationsodesperately needs. The result, while better than nothing,isa half-measurethat willrequireCongressto pass additional relief in the new year. The COVID package is accompanied byanomnibus appropriationspackageto fund thegovernment for the remainder of the fiscal year. As Chairman of the Transportation, Housing and Urban DevelopmentAppropriationsSubcommittee, I was pleasedtohelpsecureagreement to rejectthedraconian Trump cuts to programs that our communities rely upon. Instead, there will benewresources to produce moreaffordable housing,prevent homelessness, and advance multimodal transportation projects in North Carolina and across the country, with an emphasis onimprovingsafety,bolsteringourresiliencyin the face of achanging climate, andadvancingequity for allcommunities.
