This legislation will build on the economic momentum that is creating new opportunities and lifting people up in South Carolina and across the country said Congressman Rice. This package also includes three of my bills, the Disaster Relief Certainty Act, the Hurricane Florence Tax Relief Act and the Electronic Signature Standards Act. The Disaster Certainty Act will create an automatic 60-day deadline extension immediately following a Presidential Disaster Declaration. If a natural disaster coincides with a tax filing deadline, as was the case during Hurricanes Matthew and Florence, people will be able to focus on their safety rather than worry about filing a tax return. The Hurricane Florence Tax Relief Act gives Florence victims the flexibility to access emergency funds, encourages charitable giving, and enhances the deduction for personal casualty losses. These targeted provisions will provide tax relief and ease the financial burden on people recovering from this disaster. The Electronic Signature Standards Act requires the IRS to implement uniform standards to accept electronic signatures, an important step forward in the agency's long overdue IT modernization efforts.
