This week Congressman Riggleman co-sponsored H.R. 7414, the Taiwan Fellowship Act, a bipartisan measure that would establish a two-yearfellowship program for qualifying American government employees to earn, live and workin Taiwan. This program is aimed at facilitating closer government-to-government ties by allowing American personnel to gain valuable policy experience inside the region. The Taiwan Fellowship Act was introduced by Rep. Ted Yoho (R-FL-03) and Rep Ami Bera (D-CA-07)in the House, and has since been referred to the Subcommittee on Asia, the Pacific and Nonproliferation. This bipartisan legislation would go a long way in bolstering the professional development exchanges between both the U.S. and Taiwan, as having knowledgeable experts on the region is a crucial pillar of developing effective policy. "I am proud to co-sponsor the Taiwan Fellowship Act in an effort to strengthen the working partnership between the U.S. and our allies in Taiwan, said Congressman Riggleman. For decades, China has attempted to block Taiwan from its international allies. This legislation is a declaration for both America and Taiwan; we will not be dissuaded from international partnership despite the malignance of the Chinese Communist Party (CCP). I look forward to having American government employees gain experience in Taiwan in order to better understand international policy whichwill surely benefit both regions in the future." The Taiwan Fellowship program would strengthen economic, educational, and security ties between U.S and Taiwan and sponsor the professional development of Asia experts in the U.S. federal government. The program is also aimed at creating an identical fellowship program for Taiwan in the United States, so that Taiwanese government experts can gain the same valuable experience studying policy in our country. This legislation is in lockstep with the China Task Force's forward-thinking approach to countering the CCP and strengthening America's competitive edge at home and abroad. The China Task Force Final Report recommends the passage of H.R. 7414, which was modeled after the Mansfield Fellowship Program for Japan. This mirrored program has provided key experiences for many American government officials inside the Japanese government. The Taiwan Fellowship Program is aimed at producing similar results. The Taiwan Fellowship Program is a long overdue recognitionof the vital partnership that exists between both nations.
