Rodney Davis (R-Ill.) today announced the House passed H.R. 5303, the Water Resources Development Act of 2016, which includes Davis' provision to study the benefits of removing the Army Corps of Engineers from managing the Inland Waterway Trust Fund. Authorized projects continue to wait years for implementation, including seven lock projects along the Upper Mississippi River and Illinois Waterway System that have been authorized since 2007.Davis spoke in support of his provision and the underlying bill on the House floor. CLICK HERE to watch. By passing a water resources bill every two years, Congress is providing much-needed oversight of the Army Corps but I believe more changes are needed, said Davis. Despite an 80-year-old navigation system, we have projects that continue to wait 10 or 20 years to get off the ground. The Army Corps has shown us time and time again how its own bureaucracy and failure to understand the economic significance of lock and dam projects have prevented them from effectively managing the Inland Waterway Trust Fund. This is unacceptable and it's time for a change. Our farmers need, and taxpayers deserve, a reliable system to move their products to market. Davis' provision requires a study by the Comptroller General on the costs and benefits of transferring management of the fund to a not-for-profit or government-owned corporation.
