This legislation seeks to enhance Congressional oversight and provide increased transparency to ongoing negotiations on international insurance regulations. H.R. 5143 also reaffirms the importance of the state-based insurance regulatory system and prevents any internationally-negotiated rule from being implemented in the U.S. without input from Congress and the American people. Congressman Rothfus was an original co-sponsor of the legislation: “In America, the people are sovereign, not an international regulatory body, and that principle applies to our insurance markets. Rules that affect our economy should not be negotiated by an international body without the consent of the American people,” said Congressman Rothfus. “This bill ensures standards being negotiated internationally advance the best interests of the American people by giving Congress – not unaccountable foreign bureaucrats – more formalized oversight authority.” -30- 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
