Today the House passed the Fixing Americas Surface Transportation (FAST) Act (H.R. 22). The bipartisan, multi-year surface transportation bill reauthorizes and reforms federal highway, transit, and highway safety programs through 2020 and provides flexibility to states and local officials to address their most important transportation needs. Congressman Keith Rothfus [PA-12] supported the legislation, which included two critical provisions he introduced. The first provision would help communities recovering from disasters to rebuild their infrastructure without being delayed by duplicative or unnecessary permitting requirements.The second provision would level the playing field between natural gas and diesel long-haul trucks by exempting the difference in weight between heavier natural gas fueling equipment and traditional diesel systems from federal weight limitations. Western Pennsylvanians rely on our roads, bridges, railroads, and other transportation infrastructure every day to commute to work, engage in commerce, and take their kids to school.Our region has significant infrastructure needs and this bipartisan bill will help to guarantee consistent infrastructure investment, said Congressman Rothfus. While the FAST Act is not perfect, it contains a number of important provisions, including two reforms that I offered, and it represents the first long-term transportation bill in ten years. Among its provisions the bill: Authorizes funding for highway programs through 2020. Refocuses existing funding on a National Highway Freight Program and a Nationally Significant Freight and Highway Projects Program, both of which will make transporting goods less expensive and more efficient. Converts an existing prescriptive program into a state-level grant, providing more flexibility to states in setting transportation priorities. Streamlines the environmental review and permitting process to accelerate project delivery and reduce costs. This includes a Rothfus-introduced bill to accelerate disaster recovery efforts. Promotes private investment in the surface transportation system. Provides stable formula funding and a competitive grant program to meet local bus and bus facility needs.
