Congressman Keith Rothfus [PA-12] released the following statement after opposing the Consolidated Appropriations Act, 2016 (H.R. 2029), which provides $1.149 trillion to fund the federal government through September 30, 2016: This is not governing. For several years now, I have been on record criticizing trillion dollar catch-all spending bills that run thousands of pages and do not allow for amendment by the American peoples elected representatives. Todays omnibus is the fourth omnibus I have been asked to vote for since I came to Congress. I have urged Congressional leadership and my fellow members to follow regularorder, which would end omnibuses. I introduced legislation that would hold members of Congress accountable if we fail to pass appropriations bills on time, said Congressman Rothfus. Under our Constitution, Congress has the authority to spend federal tax dollars, and to condition how these funds are spent.Todays omnibus fundamentally disenfranchised the American people.In the first instance, this bill spends billions more in domestic programs thatPresident Obama demanded as a condition to adequately fund our military. An appropriate compromise would be for the President, Nancy Pelosi, and Harry Reid to agree to some Republican requests on how the money would be spent. They rejected concerns that the majority of Americans have. Among the other problems with this bill, it does not suspend the reckless plans of the President to resettle Syrian refugees who have not been properly vetted in the United States.Further, the spending in this bill threatens the continued destruction of Americas coal industry, which supports thousands of jobs in Western Pennsylvania.Nor does this bill protect the freedom of conscience for people of faith who do not want to be coerced into facilitating abortion, Rothfus continued. The alternative would be to pass a short-term continuing resolution to provide Congress necessary time to vote on these and other individual line items and send individual bills to the Presidents desk.
