Congressman Russell, author of Waste Watch, wrote this legislation to save hundreds of thousands of dollars each year by prohibiting the mandatory printing and distribution of the Federal Register. The Federal Register is available online and is searchable in this format. Yet, the Federal Register is printed and distributed daily to Congressional offices and often goes directly into the trash. This legislation will end this practice and members of Congress and committee offices will no longer receive automatic printed copies of the Federal Register. “How many Americans did it take to pay the taxes to throw a half a million dollars in the trash every year? The answer to that is what drives me to make this kind of waste stop,” Congressman Russell said. “Every wasteful practice, no matter how trivial, should be evaluated and eliminated. We got into these habits one poor decision at a time and we can get out of them one good decision at a time.” Congressman Russell has highlighted roughly $90 billion in wasteful government spending in his five Waste Watch reports, and has also introduced legislation to save more than $21 billion, with over $4 billion worth of cost cutting measures being signed into law. Also on Wednesday, Congressman Russell’s H.R. 6009 The Federal Agency Mail Management Act passed the House unanimously as well. This legislation amends the Presidential and Federal Records Act Amendments of 2014 to fix an error Congress made some years ago that put mail processing guidance under the National Archives authority. Now it has been rightly restored back to the General Service Administration (GSA). Both the National Archives and the GSA welcomed the legislation. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z |
