Steve Russell (OK-5) earlier this Congress, was signed into law by President Trump. This bill corrects an error Congress made in recent years that put federal mail processing guidance under the authority of the National Archives and Records Administration. The Federal Agency Mail Management Act of 2017 amends the Presidential and Federal Records Act Amendments of 2014 to require the General Services Administration (GSA) to provide guidance and assistance to federal agencies for effective mail processing. H.R. 194 requires the GSA to promote economy and efficiency in the selection and utilization of space, staff, equipment, and supplies for federal mail processing facilities. In this capacity the GSA may inspect the mail processing practices and programs of federal agencies for purposes of recommending improvements. The bill also authorizes the GSA to set goals for the establishment and maintenance of federal records management systems or techniques. In designating the GSA as the sole authority on federal mail processing, H.R. 194 makes the government more efficient and more responsive to mail received by federal agencies.
