The money is especially useful now as CUC works to restore water service after Super Typhoon Yutu. As of June, CUC was supplying 96 percent of Saipan with 24-hour water, a welcome change from my first year in Congress, when only 25 percent of households had water around the clock. I was able to change the funding formula for the Clean Water and Safe Drinking Water State Revolving Funds, so that beginning in 2010 the average grant to the Marianas went from $1 million per year to over $6 million. In fact, this year's total is $7.1 million, plus another $3 million in carryover that was re-obligated back to CUC. All together, that is an increase of $3.8 million over 2017 for Marianas water infrastructure and $73 million in total since the formula change went into effect. The U.S. Environmental Protection Agency, which administers the water grant funds, also awarded $2.1 million to the CNMI Bureau of Environmental and Coastal Quality.
