The President signed my bill in June 2019 and the deadline for application was this August. Approximately 1,000 applicants have been living in the Marianas under humanitarian parole status. USCIS extended their parole and work authorization last month, while the applications for permanent residence is being processed. Processing has been delayed, because of the closure of the Guam Application Support Center, until at least September 14 due to the coronavirus. For non-parolee applicants, USCIS stated in frequently asked questions from a July 2 virtual information session, aliens are not allowed to remain in the Marianas without legal status, even if they have a pending petition for permanent residence. However, USCIS also says unlawful presence, for purposes of inadmissibility, will not accrue for such persons while the petition is pending. Unlawful presence will only begin to accrue for such persons, if their permanent resident application is denied and they have no other legal basis to remain in the Marianas. The State Department has not confirmed whether it will provide the same consideration should a CNMI long-term resident applicant later apply for a visa. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
