Colmery Veterans Educational Assistance Act. The Act, known as the Forever GI Bill, made two changes to the way the monthly housing allowance (MHA) is calculated for student veterans. One change requires the MHA be calculated based on the zip code of the campus where the student attends classes. The second change requires the MHA be based on the Department of Defense's reduced basic allowance for housing(BAH). These provisions were to take effect on August 1, 2018. Issues with the VA computer system, however, delayed implementation until December 2019. In the interim, VA stated it would pay MHA rates at the uncapped DOD BAH rates and would eventually make back payments to student veterans who received less than required by the Forever GI Bill. Our letter points out that the VA is only addressing impacts of delaying the change in the MHA rate. Questions remain about how the agency will resolve underpayments to students who would have received a higher housing allowance under the Forever GI Bill calculation.
