The supplemental provides $81 billion dollars in aid to be split amongst Texas, California, Florida, the U.S. Virgin Islands, and Puerto Rico. This means that the funding that will be allocated for Puerto Rico will not be even nearly close to the $94 billion that the Governor of Puerto Rico, Ricardo Rosello, has requested. By leaving in place numerous local cost-share requirements, the legislation puts an onerous burden on an already cash-strapped government on the island. This will make it difficult to access funds. The bill also does nothing to address the looming Medicaid cliff, which will devastate access to health care in Puerto Rico. Although the bill does make progress on the Administrations request in a number of areas- like doubling funding for the Economic Development Administration (EDA) from what was requested- the majority left much undone elsewhere, said Congressman Serrano. Serrano voted against and issued the following statement the day the Republican tax legislation was approved in Congress: This is a sad day for most Americans and a terrible way to start the Holiday season. Republicans rammed through a tax package loaded with goodies for Americas richest individuals and corporations, while leaving most Americans behind. This is not a bill written to help working families in the Bronx and elsewhere. Rather, it is a windfall for billionaires and corporations that dont need it- financed on the backs of most Americans. 83% of the tax benefits in this package will go to the richest 1%. Yet time after time weve seen that trickle-down economics dont work. Those tax breaks will largely benefit rich corporations and individuals bottom line. The bill also further endangers our commitments to seniors and the most vulnerable in our society. It explodes the deficit, and I have no doubt that Republicans will now use that as a pretext to attack the most important social safety net programs Social Security, Medicare, and Medicaid that so many hard working Americans rely on. There is so much more that this Congress should be doing instead of filling the pockets of those who dont need help at the expense of those who can oftentimes barely make ends meet. This bill was rammed through with little debate, and even less analysis. It does little to help my constituents in the Bronx.
