While the President and his Cabinet have the authority and responsibility to conduct foreign policy on behalf of the United States, the policy approach taken by President Obama, former Secretary of State Hillary Clinton, and current Secretary of State John Kerry over the last four years has been largely incoherent and unclear. Furthermore, this humanitarian crisis has cost far too many innocent lives and forced millions from their homes. Simply put, the only constant has been this Administration’s failure to come up with a plan that has any chance of defeating our enemies, protecting the innocent, and ending this conflict.
