Hoy, los representantes Albio Sires (D-NJ) y Francis Rooney (R-FL), presidente y miembro de alto rango, respectivamente, del Subcomit del Hemisferio Occidental, la Seguridad Civil y el Comercio, emitieron el siguiente comunicado despus de que una enmienda que ellos redactaron requiriendo un informe al Congreso sobre la asistencia actual y futura a las fuerzas de seguridad mexicanas fuera incluida en la declaracin explicativa conjunta del H.R.6395, la Ley de Autorizacin de Defensa Nacional William M. (Mac) Thornberry para el ao fiscal 2021: En un momento en que las tasas de homicidio en Mxico han alcanzado niveles rcord, debemos examinar crticamente nuestra cooperacin con las autoridades mexicanas para garantizar que la asistencia de seguridad de Estados Unidos logre resultados verdaderos. Creemos que Mxico y Estados Unidos tienen la responsabilidad compartida de reducir los delitos violentos y mejorar la calidad de vida de quienes viven en ambos lados de nuestra frontera. Por esta razn, durante mucho tiempo hemos abogado por una slida asistencia de los Estados Unidos para ayudar a Mxico a fortalecer sus instituciones democrticas, combatir la corrupcin, defender los derechos humanos y mejorar la seguridad. Pero tambin creemos que debemos reevaluar constantemente nuestra estrategia de asistencia y su alineacin con las prioridades del gobierno mexicano para identificar formas de mejorar nuestro enfoque. Esta disposicin nos ayudar a hacer precisamente eso. El lenguaje completo que requiere el informe, de la declaracin explicativa conjunta de la NDAA de 2021, se encuentra a continuacin: The conferees direct the Secretary of Defense and the Secretary of State, not later than 90 days after the date of the enactment of this Act, to jointly submit to the congressional defense committees, the Committee on Foreign Relations of the Senate, and the Committee on Foreign Affairs of the House of Representatives a comprehensive assessment of ongoing support and a strategy for future cooperation between the United States Government and the Mexican security forces, including the Mexican National Guard, Federal, State, and municipal law enforcement. The report should include, at a minimum, the following: (1) A strategy and timeline for assistance to Mexican security forces, including the amounts of assistance, any defense articles, and training to be provided to each of the Mexican security forces; (2) A description of the transfer of U.S.-supported equipment, if any, from the Federal Police and Armed Forces to the National Guard; (3) Department of Defense and Department of State plans for all U.S. training for Mexican security forces, including training in human rights, proper use of force, de-escalation, investigation and evidence-gathering, community relations, and anti-corruption; and (4) An assessment of the National Guard's adherence to human rights standards to date, including its progress toward the adoption of measures to ensure accountability for human rights violations and the development of a human rights training curriculum.
