https://stephaniemurphy.house.gov/news/documentsingle.aspx?DocumentID=550 Murphy Provisions Become Law as Part of National Defense Authorization Act 2017-12-12 2017 2017-12 Democrat House FL Stephanie Murphy M001202 stephaniemurphy.house.gov     legacy Today, the President signed into law the Fiscal Year 2018 National Defense Authorization Act (NDAA), which sets policy and authorizes funding for the U.S. military. U.S. Congresswoman Stephanie Murphy of Winter Park, Fla., succeeded in including two provisions in the final bill that will bolster our national security and grow our economy. The provisions make it easier for small businesses to obtain contracts and grants from the Department of Defense and other federal agencies. Murphy’s provisions will empower American small businesses to continue innovating and inventing cutting-edge technology that will help keep our military strong and ready to defend against threats to our nation. These are Murphy’s first two legislative measures to become law.“Our nation faces an unprecedented number of global threats, and the National Defense Authorization Act will provide our military with the resources it needs to take on those challenges and succeed in its vital mission,” said Murphy, a member of the House Armed Services Committee. “I’m proud that two of my provisions to help central Florida and the country were signed into law by the President today. I will continue supporting our military and the brave servicemembers who keep our nation safe.” The FY2018 NDAA includes a Murphy-authored amendment to help small businesses obtain federal contracts and grants to engage in research and development that is in the national interest and that has the potential to be commercialized. It also contains the text of a bill Murphy introduced with Rep. Dave Brat, R-Va., to help ensure that small businesses receive their fair and legally-required share of federal government contracts. Additionally, the bill includes several provisions written by Murphy to support Florida’s $5 billion modeling, simulation, and training industry, which employs around 30,000 Floridians. The law also provides a 2.4% pay raise for military servicemembers, above the President’s request for an increase of 2.1%. Among many other provisions, it also expresses that climate change is a direct threat to national security. During the Committee’s consideration of the legislation, Murphy spoke about the serious impact of climate change on U.S. national security interests. A video of her remarks can be found here. While these are the first two legislative measures by Murphy to become law, seven other measures she authored or co-authored have passed the House, and two others have passed Committee. ### U.S. Congresswoman Stephanie Murphy represents Florida’s Seventh Congressional District in the U.S. House of Representatives, where she serves on the House Armed Services Committee and Small Business Committee. The district includes all of Seminole County and much of northern Orange County, including downtown Orlando, Maitland, Winter Park, and the University of Central Florida. Previously, Murphy was a businesswoman and college instructor who also served as a national security specialist in the Office of the Secretary of Defense where she received numerous awards for her distinguished service, including the Secretary of Defense Medal for Exceptional Civilian Service. Murphy lives in Winter Park with her husband and two children. 1 2026-03-30T12:14:52Z 2026-03-30T12:14:52Z
