https://toomey.senate.gov?p=news&id=2541 Toomey Statement on NDAA Passage 2019-12-17 2019 2019-12 Republican House PA Patrick Toomey T000461 toomey.senate.gov     legacy Washington, D.C. - U.S. Senator Pat Toomey (R-Pa.) issued the following statement regarding his decision to support enactment of the FY2020 National Defense Authorization Act (NDAA): "Congress has an obligation to ensure that our military has the resources necessary to respond to any threat to American security. I am pleased that the NDAA builds on the progress we've made in recent years to achieve this goal. "Among the numerous positive provisions included in the NDAA are two that I led in the Senate. The first is the bipartisan Otto Warmbier BRINK Act that expands sanctions on the North Korean economy in response to Pyongyang's dangerous missile program and its flagrant disregard for human rights. The second will improve public awareness regarding of the potential risks posed by PFAS. "The NDAA also includes a measure I supported that provides our government with the tools to sanction illicit opioid manufacturers, cartels, and the banks that finance them. This will help to combat the flow of deadly fentanyl into our country. However, the omission of a separate bipartisan measure I authored to withhold certain aid from any foreign government failing to cooperate with our government in reducing illicit fentanyl trafficking is a missed opportunity." Background Defense Priorities in NDAA 3.1 percent pay raise for troops Funds modernization priorities outlined in the National Defense Strategy Provides military aid to America's allies PFAS Measures in NDAA Requires the EPA to collect data from PFAS manufacturers on the past production of these chemicals Directs the U.S. Geological Survey to perform nationwide PFAS sampling Issues guidance on how to dispose of and destroy PFAS BRINK ActThe BRINK Act offers foreign banks a stark choice: continue business with North Korea or maintain access to the U.S. financial system. It would impose mandatory sanctions on the foreign banks and companies that facilitate illicit financial transactions for the Democratic People's Republic of Korea (DPRK). Fentanyl Measure in NDAAThe Fentanyl Sanction Act is the first-ever fentanyl sanctions bill that would apply pressure on the Chinese government to honor their commitment to control all types of fentanyl and provide the U.S. with more tools and resources to go after illicit traffickers in China, Mexico, and other countries.
