This is an exciting day for the Carter family and the great state of Louisiana.” Background Andreé Carter is the Commanding General of the U.S. Army Civil Affairs and Psychological Operations Command (Airborne), headquartered at Fort Liberty, North Carolina. She had been the Commanding General of the 350th Civil Affairs Command in Pensacola, Florida. She is receiving her second star following nomination by President Biden and confirmation by the United States Senate on July 13, 2024. A graduate of Wofford College in Spartanburg, South Carolina, Carter was commissioned in 1991.
