While we cannot control drought conditions, we can properly prepare for future rain shortages. Our current drought crisis is not just a lack of rain; it is the result of failed policies that have mismanaged critical water resources throughout the West. We need a long-term strategy to improve management of California’s water resources so we do not find ourselves in a similar man-made crisis in the future. The drought provisions in the WIIN Act will help our state recover from this devastating drought while providing resources for water projects such as storage, desalination, conservation, efficiency, and recycling. While a great deal of work remains, this bill will put us on the right path. If we do not act, hard-working Americans will lose their livelihoods, food and water prices will escalate dramatically, and our economy will suffer greatly. California is about to enter the rainy season, and timing is of the utmost importance.
