Webster. “By addressing the unchecked implementation of ‘midnight rules,’ Congress is ensuring that regulations reflect the voice of the American people, and not unelected bureaucrats.” Under current law, a Congressional joint resolution of disapproval can only include one regulation submitted for review during the final 60 legislative days of a President’s term.
