Reed’s proposal sets the United States on a three year path to break the cycle of jolting from fiscal crisis to fiscal crisis.  “Defaults, fiscal cliffs, government shutdowns – government by crises is no way to govern,” Reed said. “That’s why I’m leading a group of Democrats and Republicans in both the House and Senate on a framework that will enact long-term, meaningful spending reforms, entitlement and tax reform, while reopening the government and avoiding default. It’s a vision, it’s a plan, it’s an honest proposal.” Reed’s “Honest Proposal” is a three-year plan that immediately relieves the debt limit and ends the government shutdown by putting in place spending reductions that have already been identified by both parties as areas of needed spending reforms. Next, Reed’s plan calls for the adoption of a budget resolution by December 31st, 2013, setting the table for tax and entitlement reform and will relieve debt ceiling fights on a long-term basis by December 31st, 2014.    “Increasing the debt limit without addressing our massive debt and deficits is irresponsible and does nothing to get the country on a path where we live within our means. That’s why we need to finally address the root of these crises and make long-term changes to save our country trillions of dollars. There’s an appetite for those changes and it’s coming from both sides of the aisle from Members who were sent to Washington to do something.  “In divided government, neither party can refuse to negotiate. Our ‘Honest Proposal’ works to bridge the differences so we can do away with government by crises and have a real impact on the culture in Washington.
