The bill includes two of Rep. Heck's NDAA priorities originally added to the bill during consideration in the House Armed Services Committee. The first authorizes the development of a US-based production line for the Israeli Iron Dome missile defense system. The second is based on legislation Rep. Heck introduced with Congressman Mike Turner (OH) called the No Tolerance Act which enhances protections for prospective members of the Armed Forces against sexual assault and unwanted sexual contact during entry-level processing and training. "Passing this bill before the end of the year was critical," Rep. Heck said. "I am pleased House and Senate leaders came together to negotiate a compromise that maintains military readiness, supports our troops and their families, and takes meaningful steps towards preventing sexual assault in the military." The inclusion of Rep. Heck's “No Tolerance” provision in the NDAA for FY2014 comes amid heightened scrutiny of military sexual assault prevention and prosecution procedures. Congressman Heck has worked closely with colleagues in the House Armed Services Committee on this issue, including chairing a hearing on sexual assault prevention earlier this year. Rep. Heck is especially focused on the issue of sexual assault and unwanted sexual contact involving new military recruits and their supervisors or trainers. The most egregious of these cases occurred at Lackland Air Force Base in Texas where, according to reports, as many as 32 instructors engaged in inappropriate relationships with or assaulted 62 trainees. Rep. Heck's "No Tolerance" provision enhances protections for prospective members of the Armed Forces against sexual assault and unwanted sexual contact during entry-level processing and training. The language requires the establishment of uniform regulations defining inappropriate and prohibited relationships between military personnel in supervisory roles and new members of the military. It would also require that any military personnel found in violation of those regulations, including when such an action is consensual to, at minimum, be processed for administrative separation from the service. Congressman Heck, a Colonel in the US Army Reserve and military health care provider, has seen both the physical and mental effects sexual assault and inappropriate contact can have on service members. That experience has shaped his efforts to not only ensure future assaults are prevented, but that cases of sexual assault and unwanted, inappropriate contact are properly prosecuted. The Iron Dome U.S. production line provision will create jobs, boost American manufacturing, and strengthen U.S.-Israeli cooperation. It authorizes $15 million to develop increased capabilities for the Iron Dome missile defense system and create a US-based production line.
