Program, Which Allowed Felons Access to Navy Installations, Also Being Used by Army, Coast Guard, NASA 2013-10-29 2013 2013-10 Democrat House MO Claire McCaskill M001170 web.archive.org     legacy WASHINGTON - Following a recent watchdog report revealed that dozens of felons had gained access to Navy facilities through a Navy program which used a contractor-owned system called Rapidgate, U.S. Senator Claire McCaskill is demanding answers after learning that other government agencies-including the Army, Coast Guard, and NASA-also use the system. "When the Navy used this system, they put our national security and tax dollars at risk," said McCaskill, a former State Auditor and Chairman of the Subcommittee on Financial & Contracting Oversight. "Maybe it worked for other agencies, but we need to find out, and the onus is on them to convince me that they didn't suffer from the same problems." McCaskill has introduced a bill with Senator Jon Tester of Montana that improves oversight of the security clearance process by empowering the Office of Personnel Management to use resources from its Revolving Fund to audit and investigate contractors that conduct background checks. That bill recently received the unanimous backing of the Senate and awaits action in the U.S. House. McCaskill has also written to Government Accountability Office Comptroller General Gene Dodaro requesting that the watchdog examine the security clearance process and report how various federal agencies can streamline and improve clearance investigations.
