I supported that effort. Our country could not afford to default on our obligations. The business and financial services communities agreed, and they supported passage of the bill. I’m including a letter of support from 251 pro-business organizations including the U.S. Chamber of Commerce, the American Farm Bureau, the National Association of Manufacturers and the National Federation of Independent Business. We have much work left to do, and I remain committed to reducing spending and the debt. My vote on Wednesday was part of an effort to keep the government running and our obligations met while we continue that work. God Bless, Gregg Harper Member of Congress October 17, 2013 The Honorable Gregg Harper U.S. House of Representatives Washington, DC  20515 Dear Congressman Harper: The undersigned 251 organizations thank the United States House of Representatives and the United States Senate for passing a Continuing Resolution to resume normal funding of the federal government into the next fiscal year and for raising the federal debt limit to avoid default and preserve the full faith and credit standing of the United States government. For well-known reasons the Congress was unable to use this opportunity to address related pressing issues.  Among these most especially is the need to restrain federal spending, both discretionary spending and mandatory spending, thereby reducing federal budget deficits and containing the growth of federal debt in the near-term and for the long haul. Entitlement spending remains the main driver of current and future deficits and high debt levels and must be addressed.  Today we spend $1.6 trillion on just three of the nation’s entitlement programs – Social Security, Medicare and Medicaid.  In 10 years, the total price for these programs will soar to $3 trillion.  As our earlier communications affirmed: Congress cannot continue “kicking the can down the road.” Fortunately, while passing the Continuing Resolution the Senate requested a conference with the House on the budget resolution, and the House has already responded positively with the appointment of conferees.  Such a conference, representing a welcome return to the regular order budget process, offers an opportunity to resolve funding for the balance of fiscal year 2014, amend the sequester as appropriate, address the debt limit on a more long-term basis, and pursue substantive entitlement reforms to continue the process of restoring fiscal discipline.  We urge the conferees and the Congress to take this opportunity for corrective action to address the unaffordable path of entitlement spending, to stabilize federal finances and to undertake fundamental tax reform to strengthen the American economy. Again, we thank you for your vote and encourage you to keep moving forward most immediately through the work of the budget conference.   In this we are encouraged in that the conference co-chairs, Paul Ryan (R-WI) of the House Budget Committee and Patty Murray (D-WA) of the Senate Budget Committee, are committed to fiscal discipline and a successful, bipartisan budget conference.
