Schwartz (PA-13) today joined her colleagues in introducing the Military Retirement Restoration Act to protect military retirees from cuts to cost-of-living adjustments (COLAs) that were included in the recent bipartisan budget agreement. The legislation replaces the $6 billion in total expected cuts to working-age military retirees’ COLAs with an estimated $6.6 billion raised by eliminating a tax loophole for domestic corporations that use offshore tax havens. “The bipartisan budget agreement is a positive step toward replacing the damaging sequester cuts that have cost Pennsylvania jobs and put our nation’s economy at risk, but it is far from perfect. The agreement includes a provision that unfairly targets our nation’s military families with cost-of-living adjustment cuts that could cause significant harm to many of our veterans,” Schwartz said. “This legislation is a fiscally responsible solution to the problem and it ensures our military retirees get the benefits they have earned and deserve.” U.S. Rep. Dan Maffei (D-NY) is the lead sponsor of the Military Retirement Restoration Act in the House. U.S. Sens. Jeanne Shaheen (D-NH) and Mark R. Warner (D-VA) have introduced companion legislation in the Senate. If Congress leaves the military retirement cuts in place, veterans under age 62 would see their cost-of-living adjustments reduced beginning in December 2015. Under current law, companies that are incorporated offshore but managed and controlled from the United States can claim foreign status, which helps them avoid paying U.S. taxes. The bill requires these companies to be treated as U.S. domestic corporations for tax purposes. Schwartz, the daughter of a Korean War veteran, has been a staunch advocate for veterans. Earlier this year, she introduced: The Student Veterans Priority Enrollment Act (H.R. 3456) to provide veterans, service members and their families priority when registering for college classes. The legislation ensures that veterans and students serving in the armed forces can take full advantage of the federal education benefits they have earned for themselves and their families. The Veteran Employment Transition (VETS) Act (H.R. 2056) to help veterans find work and have greater economic security as they transition to civilian life.
