That's because several websites have put the loading symbol on their pages to bring awareness to their argument for net neutrality. They're calling it Internet Slowdown Day. Net neutrality is basically what allows all the data on the Internet to be treated equally. It loads at the same speed and all the same people can have access to it. Sites like Netflix, Hulu, and YouTube are big competition for traditional cable, and Internet companies are worried that providers will slow down these popular sites to ensure people still subscribe to cable. There's also the issue of a clause in the Federal Communications Commission's proposed open Internet rule from this year, that neutrality supporters say would allow companies to pay for their sites to load faster, and that could prove to be a problem.
