The bill passed by 249-163, with 22 Democrats joining a unanimous Republican majority in support of the resolution. In a floor speech backing H.Res. 644, Schock denounced the administration’s action and warned of the rising terrorist threat that the GITMO detainee release emboldens. Click image above to view Rep. Schock’s floor speech on the Taliban 5 release “The release of the Taliban Five is among the greatest examples of this administration’s disregard of the Constitution,” Schock said in his floor speech. “It reflects contempt for this Congress and the people who are represented here. Worst of all, it has emboldened Islamic militants and endangered American service personnel and civilians around the world.” Schock also referenced the address President Obama is scheduled to give this evening on the administration’s plan to deal with terrorists on the rise in Syria, Iraq, and elsewhere in the Middle East: “This week, the president will address the nation about his latest ‘strategy’ to deal with Islamic jihadists. But the world has seen enough of how this administration deals with terrorists. Nothing he says tonight can hide the growing sense among jihadists that they finally have an American president who will negotiate with them.” To view Rep. Background: On May 31, 2014, the Department of Defense transferred five Taliban detainees from Guantanamo Bay to Qatar in exchange for Sergeant Bowe Bergdahl. The GAO released a report on August 21, 2014, confirming that the administration violated the law by releasing the Taliban 5 without providing 30 days notice to Congress. DOD additionally violated the Antideficiency Act by using taxpayer dollars to make the transfer despite a specific prohibition in law.
