Of West Virginia’s five representatives, Rep. Nick J. Rahall, who said the Islamic State “must be forcefully addressed,” was the most hesitant in his support of military action. “Any commitment of American resources and lives should be done as part of a broad coalition of allies,” Rahall, a Democrat, said in a prepared statement. “The war powers being claimed by this president are sweeping.
