Federal funding for a home visitation program, used to teach child-rearing skills to dozens of at-risk parents in Rockford over the past five years, is set to expire in March. “Making sure kids grow up in a wholesome environment is important,” Winnebago County State’s Attorney Joe Bruscato said Tuesday at a courthouse news conference. “It helps us avoid abuse and neglect cases.” The Maternal, Infant and Early Childhood Home Visiting program in Illinois focuses on six high-need communities, including Rockford. The state has received more than $31 million for the program since 2010. In Rockford, that has allowed an 108 additional children to receive home visits, though there’s still a waiting list. U.S. Rep. Adam Kinzinger, R-Channahon, said he believes Congress will renew the funding, but he still plans to stress to colleagues the efficacy of the program when the next legislative session begins. “The idea of fighting crime by investing in kids is, I think, one of the most important and also one of the most underrecognized ways to fight crime,” he said.
