The bill makes it easier for businesses to obtain preconstruction permits from the Environmental Protection Agency (EPA) and create high-paying jobs. “Arizona manufacturers create jobs, grow our economy and enable us to compete on a global scale,” said Sinema. “While far from perfect, this legislation makes it easier for manufacturers to comply with permitting requirements, enabling them to create high-paying jobs for Arizona families while protecting public health and the environment.” H.R. 4795 requires that when the EPA issues new regulations, it demonstrates how states can reasonably comply with new rules and policies. The bill reduces delays in the issuance of permits under the Clean Air Act’s New Source Review (NSR) preconstruction program and requires the EPA to publish transparent performance metrics for preconstruction permits, including the amount of time it takes the EPA to respond to appeals to approve or deny a permit. ### | 1 | 2026-03-30T12:14:52Z | 2026-03-30T12:14:52Z |
