The hearing, which was held at Rep. Heck's urging, examined the process for verifying eligibility claims under the Filipino Veterans Equity Compensation (FVEC) Fund. "The denied Filipino-American veterans have been denied long enough," Rep. Joe Heck. "These brave men deserve the compensation they earned through their service. But more importantly, they deserve to be officially recognized for that service. For them, living out their years knowing that U.S. government recognizes their military service and appreciates their sacrifices would be the greatest honor of their lives. It's time for Congress to take action and get this done." Rep. Heck questioned witnesses about whether it would be reasonable for the AGO-23 form, if submitted directly by a Filipino veteran, to be used as a proof of service to pay a claim. Acceptance of this form would be a breakthrough because many of the Denied Filipino-American Veterans have such a form. A video of the exchange can be seen below. Background: On February 18, 1946, President Harry S. Truman signed the Rescission Act of 1946 into law. This law denied Filipino World War II veterans, who served before July 1, 1946, the benefits promised to them five years prior by President Franklin D. Roosevelt. These veterans fought under the direction of U.S. commanders for several years as the conflict against Imperial Japan ensued in the Pacific theater, only to be eventually denied compensation. In 2009, Congress finally acknowledged the dedicated service of these veterans when it established the Filipino Veterans Equity Compensation Fund. However, since that time, thousands of Filipino-American veterans have had their claims denied on the grounds that they did not possess proper documentation. ### Congressman Joe Heck represents Nevada's Third Congressional District in the House of Representatives.
